STEP Permitting

STEP Permitting: April 2009

Borehole Permitting

  • Obtained permits for over 200 boreholes from Town Planning
  • Borehole permitting was a new requirement from Town Planning as of September 2008 and STEP worked with Town Planning to develop a procedure for approval

Tunnel NOI

  • Prepared and submitted over 80 NOI for Deep Tunnel
  • Received No Objection from all relevant stakeholders
  • Summarized NOI conditions and incorporated in Tunnel Tender documents

Route Approval

  • Prepared and submitted request for Tunnel Route Approval
  • Worked closely with Town Planning to develop procedures for permitting, tunnels and design build projects, both of which were totally new to Town Planning
  • As of March we had general concurrence from Town Planning and we are making final submittals

Temporary Work Site Reservation

  • Worked with Town Planning Services and Planning Sectors to develop a procedure for approving Temporary Work Site Reservations under a design build concept. Submitted required information and have conceptual approval

Link Sewer Notice of Intent (NOI)

  • Over 60 Link Sewer NOIs were prepared and submittal
  • Received NOCs from all NOI recipients

Urban Planning Council Approval

  • Prepared and submitted Conceptual Planning Review Application to UPC
  • Received UPC approval of Application

STEP Main Pumping Station at Al Wathba Site Approval

  • Prepared and submitted site plan for approval to Town Planning
  • Secured approval and site for STEP Maine Pumping Station allocated to ADSSC by Town Planning

STEP Interim Pumping Station Site Approval

  • When it became apparent that the STEP interim pumping station could not be constructed on the existing ADSSC pumping station site, a separate Site Pan was submitted to Town Planning to secure the land

Environmental Permit

  • Prepared and submitted Environmental Permit Application to EAD
  • Received requirement to prepare a Programmatic Construction Environmental Management Plan (PCEMP)
  • This was advantageous because EAD allowed a Programmatic plan, avoiding the necessity for each of the individual contractors to prepare a plan which could delay the program and create inconsistencies
  • Received conditional approval of the PCEMP. Initially the conditional approval required submittal of the equivalent of an EIA for Wathba Wetland Reserve. However PMO was able to demonstrate that this level of environmental evaluation was not warranted given the nature and construction methods of STEP

Permitting Input to Tender Documents

  • Provided environmental/permitting input to Tunnel Contracts 01,02, and 03
  • Responded to numerous Contractor inquiries related to environmental/permitting issues

Stakeholder Management

  • Produced a Stakeholder Management Plan
  • Coordinated with multiple Stakeholders on an ongoing basis (met with Stakeholders 145 times since 19 August 2008)
